The Emmett Till Anti-Lynching Act establishes a new criminal civil rights violation for lynching. Specifically, a person who conspires to commit certain civil rights offenses (e.g., a hate crime act) is subject to criminal penalties. 

This bill was introduced in the House on 01/04/21 by Rep. Bobby Rush (IL-1).  The bill was referred on 3/01/21 to the Judiciary Committee’s Subcommittee on Crime, Terrorism and Homeland Security.
